Tells users? Or tells ad buyers? Facebook and Instagram are free for users. There’s no fee. And ad buyers could always buy ads through a web portal — this is nothing new.
The line between user and advertiser is getting blurrier. They’re rolling out a feature where users can pay to “boost” their posts.

For Facebook, you’re the product. As buyers are their customers.
I read a while back they started charging a monthly subscription for ad-free experience. That’s likely the case.
