I am also aware that IDF tactics have repeatedly included the use of covert terrorist attacks that have then been blamed on other groups to justify their own ends. Researchers have been studying this bug for awhile and human vaccines could be ramped up more quickly than with COVID.

There has also been a lot more research and successful production of influenza related vaccines, and over a much longer period of time. I would think there could be the potential to create H5N1 vaccines prophylactically in the future as the technology continues to improve.
