Based on things I own, cycling leggings and motorcycle pants both tend to have wind proof, water proof front panels and at least some breathable rear panels to allow for, as you mentioned, getting rid of moisture.
And last time I bought cycling shorts, basically the top part of leggings I suppose, the more expensive ones were made from more panels allowing them to fit and flex better.

My only other option where I live is 20/1 DSL from CenturyLink, a company which, for me, has been far worse to deal with than Xfinity. The 20/1 service wasn’t even that fast when tested. If one device in the house managed to get a decent download going, the uplink would saturate and prevent pretty much any other traffic.
Starlink meanwhile has been a huge improvement at 120/10 most of the time for me, and very reliable. I pay $120/month.
There’s zero chance any service provider is going to run better corrections out to my neighborhood, the line of sight service options are not in my line of sight, and cell service is a joke.

all these comments discussing ukraine wartime internet, or poorer communities in south america. meanwhile, i have zero interest in musk, but starlink has been a fantastic Internet option for me in rural US.
my other options are borderline unusable DSL, or a couple of line-of-sight wireless providers which would require cutting down who knows how many trees to even have a hope of connectivity.
there are a significant number of people living in this area, but no decent wired or cellular internet options and despite my state getting a large federal grant to improve internet speeds, I have zero expectation it will be improved for me.
explorer does have ftp support. not sure which windows version added it, but it’s been a feature for a while.
