I would estimate that more than 50% (probably too low) of these popups are cosmetic only and it doesn’t actually matter if you click accept or reject.

But I’m sure not going to taddle on them. But if you want to go hunting for it yourself: try small wordpress sites or other small self-hosted blogs. This obviously won’t be true for websites of major corporations.
